Fertility treatment in the UAE is governed by Federal Law No. 7 of 2019 on Medically Assisted Reproduction, as amended by Federal Decree-Law No. 17 of 2023. Clinics are licensed by the health authority of each emirate, such as the Dubai Health Authority in Dubai and the Department of Health in Abu Dhabi.
Since the 2023 amendment, unmarried non-Muslim couples can have IVF, provided they sign a declaration of the child's parentage. Muslim couples still need to show a marriage certificate. Treatment must use the couple's own eggs and sperm, as donor eggs and donor sperm are not permitted. Embryo freezing is now allowed, and women can freeze their eggs for medical or personal reasons.
When you compare the clinics below, ask each one for live birth rates for patients your age, the full cost of a cycle including medication and freezing, and which documents they will need from you before treatment can start.
